Delaware's Disability History

The Delaware Developmental Disabilities Council would like to share some historical documents that represent how certain disability agencies were created within the State of Delaware to support individuals with disabilities. Below, you will find Historical Documents and links to the documents reflecting those agencies creation information. In addition, the Council funded a project to document the Oral Histories of Delawareans with disabilities, family members of those with disabilities, and professionals to discuss their lives, their work and important issues.


Historical Documents

Chapter 66:
This legislation reorganized Delaware state government, including establishing (starting) the Department of Human Resources.

Chapter 108:
This legislation established (started) the Department of Services for Children, Youth and Their Families.

Senate Bill 323:
This bill changed the name of the “Delaware Hospital for The Mentally Retarded” to the “Stockley Center.”

Title 18:
This legislation made the Delaware Insurance Commissioner responsible for regulating Managed Care Organizations.
